Annual Contracts

Annual contracts have been a staple of our firm’s work throughout its history. We have found that in order to maintain our staffing level we must take on smaller projects to fill the gaps in the schedules that are inherent with larger new construction projects. These projects are typically undertaken in the form of annual contracts. Thompson Consulting Engineers currently has prime annual contracts with eight school districts, seven municipalities, one university, and are working as consultants for several architectural firms on their annual contracts.

The firm has extensive experience with annual contracts for local governments, school systems, and the Commonwealth of Virginia. With several of these clients, our firm has been selected multiple times for their annual contracts based on performance. The firm has had a total of 40 annual contracts over the past 10 years.


Our current prime contracts are with the following clients:

  • Chesapeake Public Schools
  • Chesterfield County and Chesterfield County Public Schools
  • Christopher Newport University
  • Gloucester County and Gloucester County Public Schools
  • James City County and Williamsburg/James City County Public Schools

  • City of Newport News and Newport News Public Schools
  • Virginia Beach City Public Schools
  • Virginia Community College System

Past annual contract projects have included the following types of work:

  • Replacement of boilers, chillers, cooling towers, pumps
  • Replacement of entire school HVAC systems
  • Replacement of rooftop package units, split dx systems, water-source heat pumps
  • Air conditioning systems for non-air conditioned schools
  • Replacement of pneumatic controls with DDC controls
  • Conversion of fuel oil boilers to natural gas; removal of underground oil storage tanks
  • Mitigation of asbestos containing materials and mold contaminated materials
  • Installation of emergency generators
  • Replacement of lighting systems
  • Upgrading electrical services and interior power distribution
  • Replacement and/or installation of new fire alarm systems
